Proactive is an old military term. It means to take an active role in creating the enviroment (shaping the battlefield), rather that reacting to the situation (what the enemy does).

This is America. We have our First Amendment protection to say whatever we like.

The whole concept of a ban-list is inherently unconstitutional and unAmerican.
