I hope this is the right forum/section.

As a USC I had applied for my parents to immigrate and get a GC in US. They

came here back in 2001 for a short time and then went back to their home country.

So they have'nt been back for several years. What happesn to their GC status ?

Do they lose it? I yes, can it be reinstated somehow? Can they still travel to US or I need to

do a whole new immigration process for them?

Thanks very much.

They are no longer permanent residents of the USA, and their green cards are no longer valid. They cannot be re-instated, you'd need to apply for new visas for them.

you should ask them if they are really interested in moving to the US.

A GC isn't a tourist visa, one has to live in the country. They've already lost their GC. After residing a year abroad one looses residency, unless you applied for a reentry permit before leaving to visit your country once you lived in the US.
