need help with 129f rejected for the second time

after we called them in the first time they said sorry there r mo fee for i-129f for k3 its our fault sorry sent it again we sent it again and after 20 days they sent the form back rejected again say they dont get 129f in chicagho we should sent it to california my wife live in washignton any one know what is the right place t send the form they made us late more than month now

If the US citizen lives in Washington state, she should send the form to the California service center. See the address on page 5 of the directions here...
