I do believe the point of this last question is being completely missed. What I had asked was...

1. Does my fiance need to travel to each different place that he has lived to get a court report?

I never asked about contact information for a person who lived outside of Morocco.

And I do believe you're not reading the instructions carefully.

As a visa applicant, one is required to bring a police certificate attesting to a 'clean' record from each country lived in, since the age of 16. So if your fiancee lived and worked in Egypt, for example, you would have to request such a police certificate from Egypt. The procedure for doing this, so you don't have to travel to Egypt, would be to contact the Moroccan Embassy in Egypt and inquire about how to do get the document you need.

BUT...if your fiancee has not lived anywhere else, but Morocco, since the age of 16, then you do not need any other certificate than the Fiche anthropométrique. I did a quick Google search and found out that you can get this at the local police office representing your fiancee's place of residence. He must go there present his national identity card and pay the applicable fees.
