Qquestion on Where to File I-864

Hello:

We are currently preperaing our I-864 package.My understanding is that the petitioner sends the I-864 package to the NVC with all the required doc.s once the first payment is done.

However,below link says

Note on Where to File:

Give the completed affidavit of support with all required documentation to the sponsored immigrant to file with either:

•a Consular Officer with a completed Form OF-230, Application for Immigrant Visa and Alien Registration, or

•an Immigration Officer with a completed Form I-485, Application to Register Permanent Residence or Adjust Status

what does that mean???does that mean the benefiary gets all the doc.s and sends them to the Immigration office..I'm confused with the above two statements.

Their statement on where to file is not correct for a CR1/IR1 going through NVC

You file it with NVC
