What I find contradictory to this is if people can understand the bill, then they should also understand the world of medicine (the intricacies of biochemistry, biology, chemistry, anatomy, etc...). Nobody is ignoring the bill. The point of the matter is to understand the gist of the bill.

Some people read it, and some people have not. It's not surprising if regular people would not understand it because the legislative branch are more knowledgeable in law. If everyone understood Law, then everyone would've graduated from Law school. That is why there are people who summarize the law, and address questions if there are any.
