That article of the Geneva convention is concerned exclusively with the actions of occupying military powers in wartime. Its not remotely the same - its certainly not the basis for talking point to suggest that services funded by tax system are somehow against human rights.

I do realize it's not the same thing; surely you understand what an analogy is. It's a symbolic comparison - it's not meant to be literal.
