I had to withdraw my K1 visa application a few months ago due to unforseen circumstances (I am the petitioner). When i withdrew the application it was already at the US embassy abroad in the Philippines. I recieved a letter which said that my petition has been returned to USCIS. Is there anything i can do now to reinstate my K1?

You can always tryn to reopon the I-129F PETITION (not a K-1 application), no harm no foul, but I would have to believe they have officially closed the file....

Yes, and if they have closed the file, you need to re-submit (and pay) and request a waiver for your second petition within two years. Simple explain in the waiver request (a letter written by you requesting the waiver) what happened and I am sure the waiver will be granted.
