What does "B" mean on F1 Visa refusal?

Perhaps the VO's initial?

Does not matter, denial of a NON-Immigrant visa has no affect on a K-Visa or CR-1 immigrant visa, UNLESS the reason for refusal is something that makes you inadmissible like overstaying a prior visitors visa.

Is now a US Citizen immigration completed Jan 12, 2012.

What does VO's means?

Visa Officer, the person who conducts a visa interview.

Possible it means INA 214( B ) Basis of Refusal Not Equivalent to Inadmissibility.

For example, failure to possess sufficient funds to defray educational expenses results in a 214( B ) denial of student visa.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
