There's the fee for the visa itself, which is $355, plus the security surcharge of $45. These are usually bundled into one fee that you either pay on the day at the consulate or to a specified bank before the interview (you will receive a counterfoil proving you paid which needs to be presented at the interview). Then there is the courier fee, whatever that is at your consulate.

Yes, another Fee for the actual visa $355+$45 when filing the DS-230, so another $400

One bonus of DCF is there is no fee for handling the I-864.

Also fee for medical and vaccinations, and perhaps fees to get things from local government like police certs, etc..

Not correct for DCF. DCF folks do not have to pay for the I-864, unlike those processing Stateside. And technically, it is not $400 for the DS-230 -- it is $355 for the DS-230 application for visa, plus the $45 security fee, although (as I said above) these are bundled into one payment.

NO :no: $70 for affidavit of support.

Affidavit of Support Review (only when AOS is reviewed domestically), Form I-864 : $70.00 (Domestically = at NVC)
