Mystery envelope MBE - passport inside

Timeline

My fiancee received her brown package (MBE?) which says do not open etc. etc. However, her passport is also inside the package. Obviously, she can't leave the country without the local immigration officer inspecting her passport. Any suggestions?

hmm, i would go back to the embassy with it, just to be on the safe side..

I received a brown envelope from the embassy (big one), and the real brown envelope was inside, my passport outside the sealed one. Well, actually both were sealed, and both were brown.

I got really nervous, thinking that they had screwed up, getting my passport inside the brown envelope. But there's two.

I received a brown envelope from the embassy (big one), and the real brown envelope was inside, my passport outside the sealed one. Well, actually both were sealed, and both were brown.

I got really nervous, thinking that they had screwed up, getting my passport inside the brown envelope. But there's two.

Update: it's just as Rob&Ana described. Although the outside envelope states do not open etc. etc., those restrictions actually apply to the envelope inside.
