Canada/US Crossing with Vehicle Letter

Hello,

Apologies if this has been covered elsewhere, but where is the line drawn between "just crossing the border with a car" and "importing"?

I live in Vancouver and will be emigrating to WA state in November. My plan is to sell my (Canadian) Chevy Cruze in Vancouver and buy an American car, but due to the various delays after entering (~3 weeks to get SSN, then open bank account and get WA driver's license, THEN buy a US car) I'd like to keep my existing Cruze around for a few weeks. I travel often for work and being without a car (wife doesn't drive) for 6-8 weeks would be difficult.

So: can I take the existing Cruze South when I emigrate, use it for a few weeks, then bring it back to Vancouver to sell it, WITHOUT going through the import wringer?

P.S. if it matters, I'm still paying off the car. Around two-thirds of the loan is still being paid off.
