Can my daughter wear Hijab for passport picture?

My daughter is Muslim and wears hijab (head covering) on a daily basis. I see conflicting information on whether she can wear it in her passport photo. She is very against taking it off for the photo. Any advice?

Can hats or religious headgear be worn for the photo?

Unless worn daily for religious reasons, all hats or headgear should be removed for the photo. A signed statement from the applicant must be submitted with the application verifying the item is worn daily for religious reasons. In all cases, no item or attire should cover or otherwise obscure any part of the face.

Timeline: 13 month long journey from filing to visa in hand

If you were lucky and got an approval and reunion with your loved one rather quickly; Please refrain from telling people who waited 6+ months just to get out of a service center to "chill out" or to "stop whining" It's insensitive,and unecessary. Once you walk a mile in their shoes you will understand and be heard.

Yes, she can as long as she wears it on a normal basis. Same goes for eyeglasses. It must not cover her face though. I just read that fact yesterday on the NVC website.
