City name has changed since birth certificate issued

Hello everyone! First off, thank you to everyone for sharing all of this information, and to the host for providing a place to share it. I've already learned a lot and I'm sure this will help with what I'm up against!

Question: My fiance is from the Philippines. On her birth certificate, the city is listed as pob.payao zamboanga del sur. However, the city was renamed a few years ago to pob.payao zamboanga sibugay province.

I would assume that the current name should be used as her address on the I129F, but would like to know if anyone else has a suggestion on the matter. I really don't want to cause a delay because the current name doesn't match the birth certificate!

State the current name on all forms and add an attachment stating that the city name 'used to be....blah blah' just to cover your bases. Be sure to note the attachment in places where the question is asked and reference the question number and form on the attachment itself...also sign it.

I would have changed it to "Bob".

My wifes city changed names three times since WW2. It is very common in the former Soviet Union for names to have changed several times, sometimes changing back to what it was before, etc. To top it off, her COUNTRY changed names from USSR to Ukraine and the birth certificate says "Ukraine SSR" as the country which was never "really" a country but a republic....go figure.

I listed her birthplace exactly as on the birth certificate and her present address exactly as on her passport. The city AND country my wife was born in, no longer exist.

Silly me. Her passport may not list an address, but give her current address exactly as whatever government document she uses. In Ukraine it is the "internal passport", in the USA it is usually your drivers license.

My fiancee and her father were born in the same town, but the name of the province has changed since then. Their islands were granted provincial status apart from the mainland years ago. So, I included a little letter of explanation with that. You should be fine with the same.

OK, I've used this as an opportunity to learn some geography and history! Thank you all for your responses!

Right now, the address she says to use is:

POB.PAYAO ZAMBOANGA SIBUGAY PROVINCE

Apparently, there are no street names or numbers used here. We've double checked that fact with her family. Has anyone here ever dealt with an address such as this? I'm concerned about what to put in the 'street address' area!

I'm sorry, to clarify, I've got the city and province stuff all figured out.

Next curiosity is about the street addresses here. I'm told there are no street addresses used.
