HOA rules don't have to obey conservation guidelines... which is why there are places where you are fined by the state if you water your lawn, and fined by the HOA if you don't and it dies, and other places where it's forbidden to have anything other than a traditional grass lawn in your front yard (ie xenoscaping.). Also why washing lines are considered 'unsightly', washing your car on your front lawn (where the water can serve a useful purpose and wash onto the grass) is forbidden etc. It's just plain stupid!

There needs to be limits of power for HOA's. Some of their rules are just asinine.

This is a little bit dated, but encouraging...(03/20/2007)

Homeowners associations can tell you where to park, what signs to put in the front yard — and even keep you from using solar energy panels.

But that could change this year as the Arizona Legislature continues to hammer away at HOAs’ authority over what homeowners can do with

their property.

The latest example occurred Monday when House lawmakers overwhelmingly passed several bills seeking to curtail the power of HOAs, including one, House Bill 2593 that clears the way for homeowners to install solar energy devices over the objections of their HOA.

Although state laws protect those rights, the sponsor of the bill, Rep. Chad Campbell, D-Phoenix, said the measure blocks any loopholes used by HOAs to encroach on them.

The bill which passed 54-4 and now moves to the Senate for consideration, underscores the ongoing battle between neighborhood associations and state lawmakers.

Supporters of the bill argue HOAs shouldn’t block homeowners from using solar power. Opponents point to the bill as the latest example of lawmakers trampling on local control.

“You know, I’m really on the fence about my HOA,” said Tim Murphy, a 75-year-old Scottsdale resident. “I support them because they keep the property value up, but sometimes they can reach.”

Two years ago, Murphy wanted to install solar panels to heat his pool. Although his HOA never said he couldn’t, the association told him that he needed to hide the panels from view.

Murphy said that restriction basically kept him from switching to solar because it required him to build an addition onto his house — an expensive project he wasn’t willing to pay for. He eventually stopped fighting his HOA because he didn’t want any hard feelings to linger between himself and his neighbors.

Representatives from the energy company Pinnacle West and the Arizona Corporation Commission said they backed the measure as the state looks to produce more renewable energy.

“We need to make sure that HOAs are not standing in the way of using solar energy,” said Kris Mayes, a corporation commissioner.

:lol: You rarely find declared conservatives in HOA boards

Chops, however, constitute close to cent-percent of HOA-board-membership.
