Adoption papers vs birth certificate

Timeline

My fiance and I have gotten conflicting information. He was adopted and has adoption papers, not a birth certificate. We read that the USCIS would want a copy of his birth certificate or a certified letter stating that it does not exist. Is there anyone who's fiance has been adopted and were the adoption papers acceptable to the USCIS?

This is probably something that differs from country to country... But, i was adopted as well and i haven't had any issues getting documentation of my birth. However, when the adoption went through the government re-issued me a certificate with the names of my adoptive parents on it. When i went to apply for the long-form birth certificate last month, they issued it in my new name with my proper parental information. According to the packet 3 i recieved they are looking for both certification of birth and any applicable adoption certificates. So, i would contact what ever department is in charge of birth documentation to make sure you can't get one...

Right, "don't have" does not equal "does not exist" or "cannot be obtained".
