Since Friday we have been touched twice….What does it mean? We have never received any e-mail form USCIS saying something….I read on forum that usually each case takes about 15 minutes to say yes or no. Maybe someone here has had similar situation. Why USCIS is touching us every business day and we still have no approve? PLEASE HELP ME!!!!

Since everytime your file is "touched" by a USCIS employee, they must scan the barcode. So maybe....

your file is being used as a paperweight...

The adjudicator spilled coffee on it....

since they touched it the barcode was scanned

YMMV

Can we receive RFE by e-mail? or only by regular mail?

well the actual RFE via USPS... your online status can or should change prompting an e-mail.... the online service is less than reliable. I got my approval notice in the mail, two weeks before my online status changed.

YMMV
