Where does it say it doesn't have to be notorized? The form on the USCIS site says it needs to be notorized or signed by an immigration officer.

To file this form, it needs to be sworn to or affirmed by a USCIS Officer at any USCIS Office, by a notary public, or other official authorized to administer oaths for general purposes. If the sponsor is outside the United States, the affidavit must be sworn to or affirmed by a USCIS Officer or Consular Officer at any U.S. Embassy or Consulate.

Once the form is affirmed, it should be mailed to the same USCIS office where the application was filed.

So does that mean I can get the form signed when I take it for my interview, or does it have to be signed before?

I guess it depends of each country embassy requirements but try this link

Under the section Execution of Affidavit (first page on the bottom) where it is said that Form I-134 in under penalty of perjury under US law, that is why it doesnt have to be signed before a notary.

Timeline

Tangurl - You must be using the old version. Get the new version from USCIS site. In the instructions, it does specify that notarization is not required. The new form has barcode at the bottom. Both are still acceptable.
