I also have a question about this! My fiance studied here (America) for a year. Does he need some kind of police clearance from here? Or just his home country? Thanks!

No such thing available in the US - so no, he won't need to.

The USCIS has access to the police/criminal databases and will perform the check as part of the petition process... Nothing for a stay in the USA is needed.

YMMV

Well, kinda not true... I read on the DOS website that there is something that can be gotten if a particular country has a similar requirement for a USC, that intends to immigrate to a foreign land....

YMMV

Dubai will issue to persons living in Dubai, they wont issue to a person that is no longer living there.

Police Records

Available, only if applicant is physically present in the UAE.

Police certificates may be obtained by any person, regardless of nationality, by personally appearing at the Central Police Headquarters located in the emirate of residence or former residence. When appearing to request a police certificate, the applicant should provide recent photographs, a letter from the requesting authority, the date of residence in the emirate, and their passport.

Not available by mail. Post recommends that consular officers waive the general requirement to obtain police certificates unless the applicant lives in the UAE.
