It's not surprising, that is a huge no-no.

I feel sorry for her too.

When I first got my DL in Georgia I had to insist to the State employee that I did NOT want to register to vote. She kept trying to tell me how easy it was and I just needed to check the box and they would take care of everything. Finally I said that as a non-US citizen I was not eligible to vote. She seemed taken back by my statement and just said 'oh' as if she was not even aware of the fact. Since I was using my Canadian passport and my EAD as identification they were aware that I wasn't a citizen.

In a sense trying to get people to register to vote -which falls under federal legislation - at a State run organization where you only expect to get your DL or identification seems almost like a 'set up' to catch/lure unsuspecting foreigners - many with limited English skills - into an illegal situation not of their own making. I knew I wasn't eligible to vote but can you say that every new arrival to the US is aware of that? We still have many people - including Americans - who believe once you marry a US citizen you become a citizen as well. I think there should be some sort of leniency in this situation and in situations where someone is lured into an illegal situation not of their own choosing, especially when English is not the primary language of the individual involved.
