Traveling while on AP

My fiance is from Pakistan. We have been waiting for the visa for almost 2 years now. He is interested in moving to Dubai to work and earn better money while we are waiting for the visa to be approved. Both the embasy in ISB and DOS have told us that it's ok to do that, it will not cause any delays in the approval process. However, I wonder if that is really true. I have read people here posting that no travel is allowed during AP. I am wondering if you have this information-who told you not to travel? I want to know for sure which way is correct. We dont want delays, but we might be waiting for years for the process to complete. If you have any help we appreciate it.

same abbreviation, different words.

your ap is administrative processing. the ap people talk about travel not being allowed is advanced parole. the ap (advanced parole) comes into play once the beneficiary has arrived in the states. the beneficiary should not leave the usa until they have either their green card or advanced parole, which allows them to reenter the usa.
