NVC has nothing to do with application for a visitor's visa. The intending visitor applies for one at the nearest US consulate.

Depending on country when they are interviewed for the visa they may need to provide evidence of strong ties to home, and no intent to NOT overstay the allowed period of stay in the USA.

Note some citizen of some countries can visit the USA with out a visa, this is the Visa Waiver Program.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

I hope it's relatively quick and easy for her.

Life's just a crazy ride on a run away train

You can't go back for what you've missed

So make it count, hold on tight find a way to make it right

You only get one trip

So make it good, make it last 'cause it all flies by so fast

You only get one trip
