This is not about water, its about milk.

Everybody knows that babies love warm milk. How do you have warm milk if you can't put it in hot water? In comes in the bottles of hot water, which are clearly intended to be emptied into a large bowl that can be used to place bottles of milk in to warm them up.

If that's the story then I'd say the good Senator might be interested to know that there are enough babies out there that would love their milk and could frankly care less whether it's warm or cold as long as they could have any milk at all. ;)
