how much of that gang-violence that came in from down there (just to be specific with one example), could have been diverted if, say... we were more interested in spending 10% of the total amount we invested in killing machines and training cold blooded murderers in Ft. Benning to suppress an ideological movement, in order to strengthen the local democracy beyond our own regional purposes?
