With the lawyer involved, I am not certain, but without a lawyer it goes like this.

USC -> 1) pay AOS fee bill,

2) mail in I-864 form )Proof of financial responsibility).

FOREIGN Spouse -> 1) Return the DS-3032 (hopefully naming USC as agent .. maybe lawyer in your case)

Foreign Spouses Agent ->

2) Pay Immigrant Visa Bill

3) Send in DS-230

Couple question .. $700 seems off foe AOS fee, I was thinking it was $70 maybe a typo in your post?

Short summary, you need to provide 2 forms and some money to NVC.

Fill out the DS-230 and I-864 now, and have them and any suppoting documents ready.

Check out James Shortcut summary I wrote. You don't need to use the short cuts, but I tried to explain the forms and documents you need too,

Best of luck.
