My NOA1 was dated July 17. After many months of waiting, I was so looking forward to receiving my NOA2. The projected date for NOA2 was around 15th of December. Went away for a couple of weeks and got back yesterday (Jan 7, 08), but still didn't see the NOA2 in my mailbox. The online status didn't change either, still saying on July 17 they received our case, just as it said half a year ago.

I am really worried. Who should I call now to get a little more light on our case?

Call and use the RFE trick. I have called twice and each time the person I talked to looked my case up for me. At least it's reassurance that it's not lost somewhere.

I was just reading a post elsewhere on VJ about the outside agency that is contracted to work on processing USCIS immigration files. I'm starting to wonder if that's how some May/June/July filers have been left behind while they work on August and I've even seen a SEPTEMBER that was approved already. Someone there is WAYYY behind with a few boxes of our files.

3/5/11 sent LOC paperwork

3/9/11 date of NOA

USCIS has a major backlog due to the big rush to file before the July 30 rate hike. Standard protocal with USCIS is to give them 6 months and 30 days, and then call them.

Also since you will be dealing with the Guangzhou consulate, I highly recommend joining "A Candle for Love" that site is the best to prepare you for the very hard interview process at that consulate. http://candleforlove.com

The FAQ and Interview question list is very extensive.

I agree. Try the RFE trick. It's one way to get an officer to look at your case and give a little more insight (even if you technically need to wait 6 months from the NOA 1...

You have some more waiting to do after NOA2, it takes 2-6 weeks to get to and through NVC, and then 3-4 months for the consulate in China to "Receive" the petition, and then another 2-3 months for packet 3, 4 and interview.

Again Join Candle and learn everything you can about Guangzhou.
