I am getting ready to send in my petition for my Turkish fiance. I have read on this forum that some people needed their fiance's birth certificate with the petition. I cannot get the birth certificate at this time, so he sent me a copy of his state ID. Its in Turkish, and untranslated, but clearly has his picture and his name on it. Should i wait to get a real translation of the ID, send in the Turkish ID as it is, translate it myself, or not send it in at all? At this time, i'm thinking to send it in as is, because it will just show that he is who he says, because of the name and picture.

Its not required unless its used to show a name change. However, some people have received RFE's for it anyway. You can send it, and prepare the birth certificate and translation. Have him send a copy of both to you. If you do get an RFE, you will at least be able to send it back quickly.

Sending in a copy of the ID is unnecessary.

He will need an officially translated birth certificate for the visa interview but you don't need it for petition filing for any male who hasn't changed his name.

another question, on the g-325 form, at the top right, it has a space for the file number. the blank has "A" in it. Is A the file number? on the example form at this site, it says "A none" . was that a mistake? or is that the correct way to fill the space for the file number?

NONE is correct

When the petition is approved, an A number will be assigned but some beneficiaries already have one from an earlier process or visitor visa etc.
