Best Contact Method: By phone. Actually once you have a case number you can email them and they usually respond within a few hours and sometimes within a few minutes.

Packet 4 Contents (if known): Packet 4 comes after notifying the consulate that all requested documentation is ready.

Packet four includes information on the medical exam, historia clinica, DS-230 in case of Immigrat Visa.
Forms to Consulate? Form-179 (datos biograficos)although I was told at the embassy that its not necessary to send anything back, to just bring that form on the day of the interview.

***Nothing needs to be sent back to the Consulate prior to the interview for K-3 Visa applicants***

For Immigrant Visa I was able to notify them by email that I had everything ready and did not need to mail anything back to the Consulate.

Additional Info? Highly recommended United States Citizen (fiancee/spouse) attend interview.

DCF filing is allowed for US Citizen residing in Peru for at least 6 months. In my case they did not require legal residence (Carnet Extranjeria) but only proof of having been living in the country for 6 months. If you are not a legal resident but have been staying on a tourist visa, you can prove residency in Peru by presenting documents such as house lease, phone bill, job letter, etc. Also they require a Migratory Movement issued by DIGEMIN which takes about 2 hours to get and S/50 Soles (about US$18). The lady at the embassy told me they were not the police and were not interested in why I did not have legal residence. They have been very accommodating and extremely efficient.
