We didn't notice this at the time-- I asked twice if we should be receiving anything other than Juan's passport, and the officer impatiently said "no, that's all you need." So, we crossed the border without incident and realized the lack of I-94 only several months later, after we'd married, when we went to apply for Juan's SSN.
