TSC normally updates the USCIS account when the petition is transferred to NVC; however, CSC does not. You'll need to call periodically to the immigration line and give your USCIS receipt number to get your NVC case number to use https://ceac.state.gov/ceac/

Is this what you meant? Your question isn't too clear for me, I'm sorry.

Timeline

I just wanted to know if I could use the receipt number on the NOA2 To track the petition to see if it has been sent to or received by NVC as yet. I know NVC assigns a case number once they get it. I tried the link but it has some sort of security block issue so I can't access that page. I'm using my phone so later I'll try it on the computer see if that makes difference. Thanks guys.

No, you can only call NVC at (603) 334-0700 to get your case number. You can see from my signature that it took us nearly 3 weeks for our case to get to NVC, but they may be sending them a bit faster now. I think they send them in batches, and since CSC has a lot more cases approved each month, they may be sending them more frequently.

Getting into this line queue can be hard, but they will send you a hard copy. My case was already at the embassy when I got my hard copy and some people get theirs way after that point.
