How to include child in petition? (split thread)

Hi guys my husband's brother is being filed for by his parents who are U.S. citizens. He is married and over the age of 21. The petition started in 2006 and at that time he did not have any children. He now has one child with his wife and the petition is now at NVC next year will make the tenth year since the filing is in progress. I only see his wife name and his name as the IV applicant, their child's name is not there. Is there anything I can do to include their child in this process at this time. So that they all can migrate as one family.

Were they US Citizens when they filed?
