Need Advice US Embassy in Accra, Ghana

Timeline

I have been writing the consulate section to request an appointment to pick up packet 3 for a K1 Visa interview. The first e-mail I sent a week ago, they said you are not yet in our system (CEAC Status said "Ready"). I e-mail them yesterday and receive this response today.

Here is my original e-mail;
I am writing to request an appointment to pick up the packet for the K1 Interview at the US Embassy in Accra.
Petitioner - Name provided - DOB Provided
Beneficiary - Name provided - DOB Provided
K1 Visa Application - Case # ACCxxxxxxxxxx
I have been notified that a letter would be sent to the beneficiary but I am concerned that she may not receive the letter as she doesn't have a post box, just a physical address. Is there anyway an invite letter could be e-mailed to her at (gave e-mail address)
Please inform me the method of delivery. Thank you for your time and consideration.

RESPONSE;

We wish to inform you that we do not reschedule interview appointments via email, mail or fax request. The applicant may come to U.S. Embassy Accra on any business Wednesday at 7:30 am to reschedule another appointment. They will need to bring the original appointment letter and a letter explaining why the appointment was missed. The applicant should also bring a copy of this email for admittance to the Consular Section.

Now, I simply asked for a time the beneficiary could come to pick up the packet 3 for the interview. Reason is....she has no post box, just a physical address. Mail service is very unreliable in Ghana and we don't want to miss anything. Is it possible they scheduled an interview less than a week after being entered into their system, or is the person responding to my inquiry simply not reading what my actual request was. What should I do? She has no interview letter, if she travels there with this e-mail, they will not likely let her in to be seen correct? Any advice?

I would state your fiancé needs the call letter so packets 3 and 4 can be picked up. Let them know the call letter was not received through the mail.

We just went through the same issue with the embassy in Ghana. I finally called USCIS and NVC and they told me that the embassy did infact recieve our application and materials. So I emailed the embassy three times before getting a answer. The final answer stated for my fiance to bring a copy of this email with him to the embassy on Wednesday at 7:30 am and he would leave the letter and come back to the embassy at 1:30 that same day to retrieve his packets.. That is what he did and everything worked smoothly from there.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
