Consulate Review: Manila, Philippines
Review Topic: General Review
Event Description
Review Date : July 13, 2019
Embassy Review : My fiancee had her interview on July 11, 2019 at 0715 hours, she said it was very crowded and many Petitioners were there also with their beneficiary's. The Filipino intake/ screening officer was the first encountered, she asked my fiancee her name , and date of birth she asked for the following documents: birth certificate, cenomar and since my fiancee was annulled she asked for both NBIs the one from her married name and the one from the annulled name (maiden name). She looked at the documents and returned the single status NBI to my fiancee. She asked my fiancee how we met and what kind of work I did for a living.

Next encounter was with the actual American CO a female very strict I think window 54, I think she has sort of a name around USEM with the people who have had the misfortune of getting her as their interviewer she is very strict and attention to detail focused like a blood hound, if she finds one weak link she proceeds to work it until she is satisfied or it is unraveled.

The CO asked 11 questions questions to my fiancee all the while paying close attention to my initial K1 packet which thankfully I front loaded to the max. She asked my fiancee for her annotated marriage contract, which my fiancee reached into her papers and gave to her.

Here are the 11 questions which she asked and my fiancee answered every one correctly ( I can't stress enough having rehearsals and or question and answer drills with your beneficiary.)

1. WHAT IS YOUR NAME
2. WHEN IS YOUR B'DAY
3. WHO IS YOUR PETITIONER
4. WHEN HIS B'DAY
5. WHERE DOES HE LIVE
6. HOW MANY TIMES HAS HE BEEN MARRIED
7. WHAT ARE THE EX WIVES NAMES
8. HOW MANY TIMES HAVE BEEN YOU MARRIED
9. WHAT IS HIS COMPLETE ADDRESS
10. DO YOU KNOW HIS CONTACT NUMBER (PHONE)
11. HOW DID YOU MEET HIM

My fiancee said she answered ALL questions correctly and she answered slowly and precisely, as rattling off the answers can be perceived as memorization a big NO NO so speak slowly. She knew this from one of her friends that has been interviewed several months ago, the same window I might add, same CO.

At this time all the while looking at my initial application and the documents the intake officer had collection, she calmy handed my fiancee a 221g. Seems her married NBI had issues (16 years old) that needed to be explained. BOTH her NBIs stated no criminal records but on the married NBI there was an issue the embassy had found in which the NBI overlooked or failed to list and or inform my fiancee. So she got a 221g and has to provide a "LETTER OF EXPLANATION" from NBI there in her town as to why they gave her a clear NBI.

She did however hand my fiancee the two domestic violence pamphlets (one in English and the other in Filipino) and told her once she got to the USA she needs to read these pamphlets if she ever needed help. She was told to return the documents along with her passport using the 2GO courier service and that the NBI will forward the Letter Of Explanation using the 2Go courier service too. The document they are requesting is called a DISMISSAL which my finance already has acquired. She has an appointment with her NBI office on Monday July 15, 2019 to arrange for getting the Letter Of Explanation. I am not sure at this point how long that might take to acquire my fiancee seems to think she can get the letter the same day. Only Filipinos know how to deal with Filipinos so I am confident she will correct this situation.

Needless to say I had a few choice words for my fiancee for not paying closer attention to her NBI and her life dealings 16 years ago, but on the same token I am glad the interview is over and my fiancee did well with her answers and the 221g is an easy fix. I was NOT surprised how difficult the interview was as this whole K1 process we have had to fight tooth and nail and struggled to stay afloat. I learned long ago in this process to not stress over it seems we are closer now than ever before whats a few more weeks when its already been 430 days!!!!!

In summary check your NBIs especially if there is more than one under more than one last name, don't take the NBI at face value until you inquire with the people who issue it and ask them to make sure they look good for issues. Also make sure you have NBIs for every alias name you have ever used that is very important because they will 221g you for that too. I hope this helps and it is directly directed to petitioners petitioning from the Philippines.

Hi, Sarge. Now on our 257th day. Getting more weary and discouraged by the day. Do you know how high the chances are of us getting denied on that NOA2? Is there anything else that we can do at this point that could somehow expedite the process? Congrats by the way.

*Notice about estimates: The estimates are based off averages of other members recent experiences
(documented in their timelines) for the same benefit/petition/application at the same filing location.
Individual results may vary as every case is not always 'average'. Past performance does not necessarily
predict future results. The 'as early as date' may change over time based on current reported processing
times from members. There have historically been cases where a benefit/petition/application processing
briefly slows down or stops and this can not be predicted. Use these dates as reference only and do not
rely on them for planning. As always you should check the USCIS processing times to see if your application
is past due.
