Kim and I had such a wonderful and smooth sailing experience at HCMC.
All expected issues and glitches happened exactly as we anticipated. Emailing is the primary communication method, since HCMC was very responsive and professional to our inquiries. Interview went very smooth. Got the Pink Slip on the interview date. Was recalled and issued GREEN paper the following day. Kim's file needed Police Certificate from Japan, she lived and studied there for 8 years. JP took 2 months to issue it. Kim returned with the PC. Visa was issued the next day.

No complain of abuse of our own, the level is minimal due to lack of training and it's normal for Vietnamese people who in the position of authority to act as if they are the boss of you ... Kim did see a lot of "Vietnamese Staffs" yelling and mocking, almost torturing the beneficiaries when they come in for the interview. People were turned away right at the Files Preparation Windows for missing just a copied birth certificate, not the original. People were yelled at by the Vietnamese Staffs in the interview booth, and called out as Liar in vietnamese by the interpreter. Things were not translated by the interpreter as her/his assigned duties. Vietnamese staffs can use some sensitivity and courtesy training courses, BIG TIME.

Over all, in my experience... This consulate gets my vote of 5. Still the fact the Vietnamese and American try to pull a quick one over this Consulate with Marriage frauds didn't help anyone either... So, it's not the consulate's fault entirely... People do lie and cheat, everyday that causes the ripple affect on the rest of us... the true VJers...

First, the good stuff....When I wrote an email, I would always get a response within 24 hours..usually less as long as it wasn't a weekend. They are good about getting to your mails...Also, when I visited the person at the information window, the person was willing to answer my questions and hear my concerns.

The negatives...When you call, you normally get a NON native english speaker, wich makes doing business over the phone sometimes difficult...and when inquiring about dates for interviews, etc etc...you get sketchy answers and alot of times, you get a different answer depending on who you talk to. So if you asked the same question to 3 different people, you will get 3 different answers. In my particular case, they requested additional evidence on a tax form...their request said and I quote "please send us your 2003 W-2 OR form 1722 (tax transcript)" I had already submitted form 1722...the staff there was not able to understand the meaning of the word OR...I ended getting that W-2 and sending it to them because I was never going to win the battle of what the word OR means with them. ...But hey, I passed and it only took about 2 and 1/2 months longer than I thought..so I guess that isn't bad compared to some.
