Just filed the I-130 at Tokyo. Showed up at 1:15pm for the appointment at 2pm, and was about 8th in line. As 2pm rolled around, the line got really long; maybe 30 or so couples.
At 2pm, the people started to file in. You gotta go through some airport-style security. They give you a little basket to leave your cell and mp3 player in and you retrieve it on the way out.
You walk through security, then outside and up to the building itself. You go in and a nice guy will ask you your name and to select your type of visa on his little computer. You'll get a number and a checklist. You sit down and wait to be called. We got called in about 40 minutes.
A word to the wise: there is a photo booth there. You do not need to get pictures taken elsewhere, just do it while you wait for your number to be called. Its 1000 yen per person.

In order to get ready for my interview, I triple-checked all the documents and proof of an ongoing relationship. I also made a duplicate copy of every document just in case. I utilized both the online checklist and the paper one that was included in the packet 3. Due to my meticulousness, I ended up sleeping at 4AM, and woke up 2 hours later.
I knew I wasn't supposed to bring any electronics inside the embassy, so I used a coin locker at a station. I soon regretted this as it turned out the embassy was kind enough to keep forbidden items until the interview's over at the first room where I had to pass through a metal detector.
I quickly walked to the waiting room and got a slip of paper that had a checklist and my reception number. I made a pile of documents just as the checklist said. I arrived at the embassy a little before 8:30 (my appointment was at 8:30). There were only several people ahead of me already waiting inside. But when the time passed 8:30, more and more people started to arrive.
I was the 10th person in the morning, and the whole process took about 1.5 hours total.
The questions were simple and short. People at the embassy were nice.

Embassy in Tokyo has Visa Fee line. When I was seaching information about "Returning Residence Visa DS117" I called American Embassy in Tokyo with Visa fee line. I paid 15.00 USD for it, I got a woman answering the phone, and I explained her what is going on my situation. All she said was "call USCIS in USA directly, I can't answer it" After that, I went to American Embassy in tokyo's Website, and here it was it explained what I was facing at that time.
I called to genaral line for Embassy in Tokyo bacause I have another questions. She said that I have to call VISA Fee line again. So I told her that I called before with fee line, and all I got was the inforamtion that I already had. so, I won't call Visa fee line, because the operators there are not knowledged enough to be paid for. then, she transfered me to Visa line from general line without charging me a penny.

This review isn't about the actual interview itself, but the first time you have to visit the Tokyo consulate to submit all of the documents (I-130, I-864, DS-230, etc). I arrived at the consulate about an hour before the appointment, which was supposed to be for 2PM. There were about 3 or 4 couples were in front of us and we all had to wait until 2PM to begin going through security to enter the complex. In short, the time of your meeting is not the actual time of your meeting, it's the time that you will be admitted into security. You are led to 3 sets of doors that will be closed and you have to wait there until they decide they are ready. Once they open the doors, just go on ahead and go in. The people in front of us were just standing around, not knowing what to do for about 3 minutes. I got sick of waiting for nothing and passed right by 2 couples and got behind the others who were smart enough to do the same.
