Technically you can do both as long as the IV bill has been paid and processed. The CEAC website will tell you when you can start processing the DS-260 application.
You either get checklisted to submit the DS-260 after processing the AOS or to submit the AOS after the DS-260 has been processed. Everything depends on which document gets reviewed first. I was checklisted twice, once to sumbit the DS-260, then another to submit the AOS (checklist AOS that is).
Good luck and remember the DS-230 is essentially the DS-260.

same as mine, we send our package our I130 on 09-16-12 and got approve on 11-08-12 after transfer to MSC. It seem very fast for some of us after transfer. Dont know it a good sing or bad.

A copy of the petitioner's birth certificate or passport is required.

If your petition is sent /routed at MSC/NBC and recently received NOA1 kindly wait for official HARD COPY OF NOA1 FORM 797 notice of action because your official case number is written there therefore you can re check your status at USCIS WEBSITE

Wow another NBC approved petition in almost 2 months time congratulations!!!!

For those who got transferred to NBC hang thight it looks like they are working on it and getting things done.
I went and checked my case status yesturday and it said it was approved as of november 7th 2012. So it went directly from "initial review" to "post decision action". Took a little over two months and filled abroad...

We received our NOA2 today - 51 days after the NOA1. Our I-130 was initially sent to VSC and given an EAC code, then transferred to NBC. Our case status indicated that it was being processed at a local office which we assume to be Norfolk.

WOW! Congratulations!!! I was sent to Missouri NBC too... I hope mine will be fast like yours!
