MSC is the National Benefits Center in Missouri. Since August, I-130 petitions filed on behalf of a spouse have been sent there from the lockbox facility. The petitions are either adjudicated at the NBC or they are sent to a local field office for adjudication.
Thank You for that one, I guess that is new.. Then i was thrown a curve ball; well so to speak. If and when you married to one Chinese Woman and he is plundering upon yet another one. the website for the Chinese Consulate, no matter which one you read says this:
The divorced whose ex-spouse is a Chinese citizen, and who hold the divorce decree executed by the US court, shall apply to the Chinese court for the acknowledgement of the divorce decree... Ever hear of this one? Any information is helpful...

Greetings to all this Easter Sunday: I'm again in the midst of helping someone else with their I-130 and wondering what has really changed a lot in the past say 6 months in the process? I see that processing times really suck these days and I hope for their sake it speeds up, who knows. But it looks as if the time to start to finish is about 10 - 11 months, sound right? But if anyone has anything profound or know of any major changes, can you please let me know.. ? OH forgot I am also wondering if there are any big issues coming out of Guangzhou China? as This guys wife is from Beijing and I know will need to travel to Guangzhou for the interview. Anything Else... ??

We'll My friend and his wife had their interview Yesterday in Guangzhou, they did pass but he had an issue that I would like to pass on to everyone. Maybe this is a known issue at Guangzhou, but here it is:
Because it is only him and his wife, he used the I-864EZ form for the AOS (affidavit of support). There were no issues at the NVC concerning this nor were there any "flags" concerning the use of the form. However, come document turn in day. Still no issues or flags from the US Consulate Guangzhou. But then the actual interview day is here for them and they get the "blue form". Reason: Use of the I-864EZ form is not authorized. To make a long story short, he was able to get the correct form and resubmit it that morning and his wife was granted the visa.
So, I just wanted to let everyone know on this forum that regardless of how many people are on your I-130 - CR1 / CR2 Visa Application. Use the full length / long form of the I-864: Affidavit of Support.

It is good of you to help your friend.
Here is the link for the Guangzhou consulate IV units. There you can find the instructions and lists for the fiance(e) and spousal visas. A measured number of appropriate photos is a good thing, an 'outlandish amount of photos' is not necessarily a better thing.

Took me a lot less time when I went through the Electronic Processing back in February of 2010. Now it seems a lot longer, took me about 4 week to get through NVC but now it took my friend about twice that time. I'll take a look at that site.

I hope that this is the proper place, but here it goes....
I really am making this enquiry on behalf of my friend who is going through the Electronic Processing for the CR-1 Visa at the Guangzhou Consulate China. As of now he has made it through USCS and has recieved the email from the NVC stating:
"All documentation necessary to complete the National Visa Center's processing of your case has been received. As soon as an interview date has been scheduled, the applicant, petitioner and attorney (if applicable) will be notified."
So now for my question(s): Since I went through this process over two years ago there was no such thing as "document turn in day". We did everything on the same day. But now there is the document turn in day. I would like to clarify which documents are / will be necessary for turn in; here is my short list: {Note all of these are the Originals, no copies}
- Marriage Certificate
- Translations {white books they were called}
- Police Certificate
- Police Certificate translations
- Divorce Documents
- Divorce Document translations
- DS-230 {IV Application}
- Passport Photos
- Medical Documents
I also am suggesting that he drag with him the outlandish amount of photos he has, snipets of phone bills, skype sessions, emails. On interview day to give his wife his passport since he will be traveling to China for the interview.
I know I am missing somethings here, so thus the reason for this post. He's hoping to get his interview date soon so I am trying to help him get all of his "ducks in a row"

Greetings to all:
We'll the mother in law finally wants to visit. I've gathered the basic documents but what I'm wondering is what the US Consulate Guangzhou really want's to see. Here is what I'm thinking:
- Bank Statments - show Finanical tie to China
- Maybe some mail with current address showing her residency ?
- Pictures of her with friends and son and in-laws who still live in China?
- Invitation letter from us
- Any other thoughts or ideas?
We'll that is my basic list for now... From what I've been reading once we submit her on line visitor visa application it is about 30 days before her interview, sound right?

I have not posted for a long time since my wife arrived, but now I have a friend,, really, who was notified that the USCIS approved his case and now it's been two weeks to get to the NVC and still no new case number for electronic filing, so my questions are:
- Normal time frame to received new case Number for Electronic filing?
- Has the electronic filing changed a lot in the past year?
When I did it, you get the new case number for Guangzhou, and send them an email with the DS3032 attached (pdf format) with wife signature. Then rest is all email communications..

Greetings to All;
We'll it's that time, two years have gone by and I need to submit my wife's I-751. According to the instructions: Bullet Number 5 page 2 of the instructions it says:
5. "Affidavits sworn to or affirmed by at lest two people who have known both of you since your conditional residence was granted and have personal knowledge of your marriage and relationship....." it goes on. But my question is... Does anyone have a sample format of this letter?

also review the I-130 instructions on evidence -
remember - you are building a pile over time- you've a new pile growing once she landed.
That pile should really focus on financial co-mingling.

I have some time before we need to go through the Removal of Conditions process, but I am starting now to get information and do some research on the matter. First My wife entered on a CR-1 Visa at which time I already submitted my I-864 affidavit of support. Because of her coming in on a CR-1 nothing else to do until that magic 90 days before her two year anniversay. I've been doing some research about supporting documents for our marriage. Of course the I-751 form and can't forget the money the USCIS wants. But what other forms are needed? From what I read on the I-751, I can't see a reference for the I-864 again.. So my question is: Do I need to submit the I-864 again while apply to "Remove Conditions on Residence" ??

We'll her trip will not exceed 4.5 months and I'll be going over to be with her to visit and do the tourist thing in Beijing, etc. We will all be coming back together, So, I think we'll all just get in the US Citizen Line. Maybe with an infant screaming after a 10 hour flight, I'm sure they will be happy to get us out of there.. Maybe.. Thank You again for the help, as always.

I believe that my wife cannot be out of the US for more than 6 months on her 1st green card. But I really wanted to post this question to verify my thoughts / research on this matter. I do not want her to have issues coming back in. Another part of this question is this: I will be meeting her in China along with our son and all coming back together. So, upon entering the US can we ALL get in the US Citizen Line for our beloved Department of Homeland Security?

First I hope everyone had and is having a good Holiday Season. Unfortunately i am sure that our wonderful DOS has made life for some of our members very un-pleasant. At any rate, I realize that I have some time before we need to file the I-751 “Petition to Remove Conditions on Residence”. But, it never hurts to start doing research and gather information. With that said, I’ve read a lot of post on this great forum and found most of the information for the I-751 relating to entry on a K-1 Visa and not a CR-1 visa.
I understand the basic premise of the form, when to file and I understand what proof needs to go along with the Petition, however; I am a bit confused on supporting forms.
• Do I need to file the I-864 (again) ?
• Since I have a step-daughter I realize that I can submit all forms in one envelope, but separated. Correct ?
• G-325A – again ?
• Her Birth certificate and translations – again ?
Any information would be greatly appreciated.

Well, finally got confirmation from DOS as well as P4 in the mail, my Meiya will be interviewing for the K1 visa on 9/29. Yes!
I intend to be there as well to support her. Now, I remember I read here somewhere about the American Citizen Hour (ACH) at GUZ consulate. But I can't seem to find any detail about this on the GUZ Consulate homepage. Does anyone know where to look there for the official info? I just want to confirm that the ACH is only held on Mondays. Also, my recollection is that it's sometime in the afternoon, 2-3pm, is that right? Do I need to make appointment in advance? Thanks a lot for the help.
No Appointment necessary for the ACH, be there around 2:00pm. They will actually start calling numbers at 2:30. I was there at 2:00pm and when I was there, there were 5 other American men there to support their wives/Fiancee's. I believe it is a good use of time, especially because the man / woman you talk to maybe the person to interview your fiancee. I told them I was there to support my wife and ask if there were any issues we should be concerned about. I was open and honest with the man. Best of luck to you and your fiancee.

If filing a CR1, then it would be wise to do electronic filing. I did this in April, in and out of NVC in 26 days.. So it would be a good idea to do this. Electronic processing is not too painful, just be sure ALL documents are pdf formatted, even her passport photo. When I sent in our DS-230, I also emailed a bunch of other documents not required by the NVC, BUT... ALL Documents were forwarded to the US Consulate, for instance I even emailed yet another updated EOR..

Just got off the phone with NVC operator.
I had originally called regarding some specifics on translation requirements.
I was told specifically that if the interview (visa issuance) takes place in the Beneficiaries place of birth (aka country of native language) that no translations of any documents are necessary!!!!!!!!
Of course I pressed hard on this. The woman confirmed with a supervisor. I asked for some document to support this. She said nothing like an email existed. She asked the supervisor then said I could look at the instructions for the DS230. I haven't found these yet, however, at this link...

All documents not in English, or in the official language of the country in which application for a visa is being made, must be accompanied by certified translations.'
I have read this many times but did not really drill down to the possibly significant meaning.
This clearly states what the woman told me. Now, maybe some others with better connections than I, can help confirm this. I am still going after translations until I confirm this specifically with GZO.

My wife and I just got done with our interview on 15 June, have translations done. Be sure the wife get's the documents translated at a offical translation site. My wife went to an office in guangzhou to get all of her documents translated and notarized. Do not risk it. Prepare all documents correctly the first time, otherwise it WILL cause delays and issues. When you email the DS-230 ( I hope you are going to OPTIN - If doing a I-130) for Electronic processing. Email all documents, birth certificates, marriage certificates, divorce decrees, etc. Don't forget the P3 Supplement form. You can download NOW all forms from the US Consulate website for Guangzhou.
I hope I am making sense. Do your homework, read, and prepare. The old saying "failing to prepare is preparing to fail"

If Going through Guangzhou China, YES Do Electronic Filing. Can shave off 5 months. Why 5 months you ask? We'll what will happen is the documents will sit in Chinese Cusomts until they are ready to release such documents to the US Consulate in Guangzhou. For instance, I did electronic filing, did the OPTIN for this around the 13th Of April, We proceeded via electronic filing through the NVC and on the 13th of May we recieved our interview date of 15 June, and passed .... Pitfalls? Be careful in reviewing all documentation. Ensure the I-864 is filled out in ALL Capital Letters per instructions. Front Load, some say do not.. I disagree. Just finished with our I-130 and I believe it was beneficial. Many Photos, for initial I-130, I sent in about 100. Proof of bona fide relationship is very big in Guangzhou, your finanicals are very important for US Consulate in Guangzhou. Remember your P3 Supplement form, many forget to email this with the DS-230 during the eletronic processing stages. ALL Documents need to be in PDF format, even the passport photos you send to the NVC..
So in a nut shell... I would Highly Recommend Electronic Filling at NVC.. Oh,, call many times a day as with electronic filing things can and do change from morning to night time.

Thank You... I am sure all will be good, but I am nervous about the interview.. My wife is more relaxed about it than I am. I'll be pacing back and forth drinking a $5.00 cup of coffee while waiting on the 4th floor for my wife. Leaving tomorrow night for Gunagzhou... Red eye, but ok because I can sleep all the way there..
I've also been looking for flights for the wife, but due to the fact that she cannot transit Taipei or Vancouver, the flights are limited because she has to lay over in Japan. And, trying to find a flight from Gunagzhou or Hong Kong to Beijing at this time of the year without being "hijacked" by the airline prices is very, very difficult..

oh - be careful on the bonfire - some of that stuff is needed for the ROC application, 2 years down the road.
Since our Approval at NVC and the receipt of our interview date, there has not been much to do. I have only been collecting more emails, chat logs, pay stubs and putting together even more photos for the up coming interview. I would encourage all to have as much documentation as possible. I've read some post where people only have 6 photos for a years marriage / relationship. Enough? We'll probably not, but just thinking out loud. Off to Guangzhou and I'll report in once all is done.

Not sure of the airline he's using - he's bringing his wife (PRC citizen) back - BeiJing to Vancouver - then Vancouver to USA. I know about the special UCSIS/DHS processing station there - so Vancouver will be her POE.

Would be very interesting on how this is done. Once my wife gets the visa I have been looking for flights from Hong Kong to Seattle, but because the wife cannot transit Taipei, or Canada I am limited on Choices. Now the only way I've seen is for her to transit Japan which she can do. But no other way that I can see. I tomorrow I will call Air Canada and maybe if I can talk with someone in the Canadian Consulate who will give me more information. If I find anything of interest, I will post it.

Thanks for everyone's help. My wife got visa approval at 10:58 AM on June 1, 2010
We arrived at Guangzhou Embassy at 5:45 AM. There were already some people lined up
waiting entry. Doors did not open until 7:27 AM. By this time at least 150 people were
waiting in line. The security person had everyone line up according to type visa and interview time.
My wife was the only one with a carry on bag with all her information, Yahoo transcripts, receipts, phone
message, money transfer, notarized bank statements, payslips and 3 years tax returns. This was a real
nail biter. The line stretched around the 4th floor for entry to the fifth floor interview room.
I sat at the cafe on 4th floor with 4 other American husbands who's wives were also there for interview.
At 10:45 the first lady came down, visa rejection, then another wife, visa rejection, then another wife, visa
rejection. All received blue slips. It was in creditable. At this point I thought no chance. I had to get up and walk
around I was so nervous. The man sitting next to me wife came. Big smile, Visa Approved. At 10:58 my wife appeared
My husband I am coming to America.

his paperwork. I am very glad we decided to go ahead with my wife's appointment first. Now we know exactly what to expect.
The questions asked were simple but to the point, income, how met, how communicated, name of company, number of children i had
along with job title, she had my wife reach into the middle stack of Yahoo transcripts, give to officer. Ok, she said.
The officer took the AOS, along with tax transcripts and notarized bank statements and payslips.
Visa officer, said you are approved!!!!
I am going to be with the wife on the 15th for her Interview. You mentioned others got blue slipped, happen to know why? Was it for the lack of evidence for a "bona fide" relationship? Now I am even more nervous

Ok, yet another question: If a person was married to a Chinese woman and will go back into the boiling pot, there are a few things to do before a person can be married in China. One of this is the fact that if you were married to a Chinese national before, you will need this:
"The divorced whose ex-spouse is a Chinese citizen, and who hold the divorce decree executed by the US court, shall apply to the Chinese court for the acknowledgement of the divorce decree"
This is from the Chinese Embassy website, from all Consulates in the US. So has anyone done this? Know of how to get it done? or any information pointing in that direction?
