    At a glance this would likely conflict with federal immigration law, because states cannot create their own visas or grant a path to permanent residency outside the federal system overseen by USCIS. I’d be cautious reading it as actionable policy and check whether it has any legal standing or is just a proposed bill that wouldn’t survive a federal preemption challenge.

    I’d use the name exactly as it appears on the passport or current USCIS record, then list every other variation in the other names used section so the differences are documented. If the green card and passport do not match, it may be worth checking which record USCIS is using most recently to avoid delays.
