You're right. Derivatives is not the correct term, but do you really think it is allowed for the IR2 step child of the petitioner to immigrate ahead of the IR1 spouse? Not applicable in this case, of course. The other IR2 situation where they become citizens upon arrival is a different matter.
As an aside, I think my minor stepchild might be entitled to become a citizen on arrival.

Correct. Now, if your wife decided not to come, her daughter's visas are no good.
Makes sense -- thanks!

I would encourage her to rethink. Come in US, trigger GC, file AP.
I will try persuading her of course, but was wondering what happens if she does finally decide stay back, will that cause an issue for my spouse and minor stepchild who are immigrating?

My spouse and two stepchildren (one minor, one 23 year old adult whose age was frozen due to CSPA) got their respective (independent) IR1 and IR2 visas to travel to the US. The adult stepchild has now decided to stay back in the home country and effectively abandon their IR2. Will this affect in any way my spouse or minor stepchild who will be traveling to the US soon?

Bellicon, welcome to the forum. Are you a U.S. citizen?

Yes, I think you should. He is old enough to understand. It is similar to how adopted kids deserve to know they're adopted.
My question though is that Is this something that the interviewing officer will expect him to be aware of during the visa interview ?

Good questions.
Hopefully the stepchild realizes you are not his/her bio father? I very much doubt the CO will ask anything related to the bio father (name/DOB etc), since that info would be in the record, and that person has not been part of child's life.
My impression is that interviews for children are nothing like interviews for adults. The kid is only there due to the choices made by a parent. CO may want to know generally how things are between the child and you, and what he/she thinks about moving to the US.
Child is aware that his last name is different and is aware of the fathers name in his passport, but we have never really explicitly discussed this subject with him, and he calls me dad. I was wondering if we need to explicitly discuss his stepchild status with him prior to the interview to prepare him for it.

My Wife and 10 yr old stepchild are waiting to be scheduled for an IR1 / IR2 interview. Biological father has not met his child since he was born, I and my wife have been married since the boy was a toddler, and wife has full custody and guardianship in her divorce decree. Will the child need to be fully aware of the details regarding his stepchild status or his biological father such as name location and birthdate for the interview ? Generally what kind of questions could the child expect to answer in is his interview?

Or maybe not, that rule may not apply to stepchildren -- not sure.
