Yes. I think they initially assign it to the nearest location, however they often transfer cases depending on the load of other NVC locations.

We just helped my brother in law fill out the i130 for my sister in law and completed it online. Receipt notice shows California as well which has 22.5-29 months where Texas where we reside is 1 week- 8 months for residents applying for spouse. I don't understand it but hoping ours is transfered to Texas as well. In 2015 when I did this same process for my husband he was in the US 9months after Receipt date. Hoping for thr same for my SIL

Leave the "Date To" field blank.
OMB expiration date does not matter. What matters is the form edition date at the bottom left of the pages. The USCIS page for I-130 lists which form edition date is acceptable. Currently, the 02/13/19 edition is the latest version.
