So it should be less than 6 months old.
The official rule (which NVC should be following also) is:
9 FAM 42.65 N3 VALIDITY OF SUPPORTING DOCUMENTS AND APPLICATION FORM DS- 230, APPLICATION FOR IMMIGRANT VISA AND ALIEN REGISTRATION (TL:VISA-185; 02-26-1999) Supporting documents that are subject to change are valid for one year. This time limitation applies to Form DS-230, Application for Immigrant Visa and Alien Registration, medical examinations and police certificates from any country visited or inhabited subsequent to the previous clearances. It does not apply to a birth certificate or a third country clearance or police certificates from an area to which the alien has not returned since its issuance. The affidavit of support (AOS) must be submitted within six months of its signature by the supporting relative, however, it remains valid indefinitely. However, because the affidavit of support is based on the Federal Poverty Guidelines in effect at the time of the visa issuance, it may need to be updated.

Hi Everybody,
I have a question regarding validity of Police Certificate.
I am waiting for my IV fee bill to arrive. I am planning to get my police certificate soon. How long is it valid from the NVC's point of view?
Does it have to be issed within 30 days, 90 days, etc of the date it reaches the NVC's mailroom? I want make sure I do not get it too early if there is such restriction.

It is at least 6 months for the country where you are living. There is no expiration for previous places you've lived at and not returned to.

I think it varies for each country. In the Philippines the local police certificate is 6 months and the national (NBI) police certificate is 1 year

Thanks for the answer. I am asking the question from the NVC's point of view. I did not receive a P3, yet. Is there any info in P3 regarding maximum age of the police certificate?

Hi Guys,
My friend sends me a USPS money order from the States.
I will use it for the IV bill payment. What exactly goes to the "Pay To:" and "Address" fields?
We want it to be filled up before mailed to me, so if it gets stolen no one can use it.

FYI Reply to my email (sent out on August 24th before the business day started) was received today. (19 days, 12 business days)

Quoting from the email I received from the NVC today:
"The agent selected by the beneficiary can be the petitioner, another relative, a friend, an attorney, or a charitable organization, such as a church or other immigrant assistance organization. Mail delivery is often unreliable in many parts of the world, so we strongly suggest that the beneficiary choose someone who has an address in the United States.
It is acceptable that the beneficiary not name an agent and have us contact him/her directly. If the beneficiary is unable to locate a copy of this form, he/she may notify the NVC via a letter or an e-mail, which indicates his/her choice. "
It sounds like an official declaration from the NVC that e-mail-ing DS-3032 is accepted.

Your IV bill will be generated on Monday, Oct 1. The automated system may not be updated until wednesday morning. (recent experience)
