    That’s normal all cases will state refused until action is taken.

    They use the term "refused" to mean the case is still pending, i.e., not yet approved and they have not yet made a decision.  Wait and be patient, if you sent them exactly what they asked for, and they judge it to satisfy any concerns they had about your case, it should be approved soon.  Good luck!

    When my husband got a similar 221(g) after his interview for a missing document, the document was delivered the following day. The Embassy in Paris confirmed they received it. The status remained Refused for 90 days after that. In other words, it took the Embassy three months to complete Administrative Processing.
