This was the US Embassay in Ankara,Turkey.

My fiancé and I have the same issue. He is in Turkey and had his interview in February. Was refused for administrative processing, and had to submit this form DS5535. 
We were told that it is a MINIMUM of 6 months. I’m thinking this is varying based on the embassy…but we are well past the 6month mark now and have yet to hear anything. The embassy won’t even tell us anything when we email or call. 
It is super frustrating. Not knowing when/if we’ll get it or who to contact for a status update.
