Be aware that if you were to do so on a financial hardship basis, it may or may not raise questions about your ability to support him so he does not become a public charge. It's a bit of a double edged sword unless you have a joint sponsor ready.

You can try...on humanitarian or financial grounds....it has become the norm for everyone to request an expedite.
