    This is addressed in the PDF file found on the first post on the first page of this thread. What you are seeing is something that is generic in nature and is addressed to "immigrant' visa applications. Technically you are a "non-immigrant" so it doesn't pertain to you but to CR-1/IR-1 visa applicants. You follow the directions that you receive from your embassy (P3 letter). Ignor the response and keep moving in the right direction.

    Submit copies of your boarding passes and passport stamps.  You do not need to translate the entry/exit stamps in your passport, assuming they look like this:
     

     
     
    Only submit evidence prior to your K1 petition.  Save the evidence of your ongoing relationship for your fiance to present to the CO at the embassy interview.
     
    I am not sure about the part regarding consular notification.  Perhaps send duplicate copies just in case.

    11.3 Foreign Language Documents and Translations.
     
    (a) Document Translations.
     
    All documents submitted in support of an application or petition must include complete translation into English. In addition, there must be a certification from the translator indicating that the translation is complete and accurate and attesting to his or her competence as a translator. See 8 CFR 103.2(b)(3) .
     
    Just put this statement on it and sign:
     
    CERTIFICATE OF TRANSLATION I, ___________________________, am competent to translate from ________________ into English, and certify that the translation of __________________________________ is true and accurate to the best of my abilities. ______________________________ Signature of Translator
    Name of Translator _____________________________ Address of Translator ____________________________ Telephone Number of Translator ____________________________.
