I’m not sure are you in Hong Kong  or in overseas. If you are in overseas you need to apply it by mail and The receipt of the application will take approx. 3 weeks. You can just write a letter explain about it to NVC and upload it.

Yes I understand as they only prefer it with fingerprint check but it is not a requirement. 
 

Hope they will accept your new AFP and expedite your case.

I just got DQ a week ago. NVC accepted the AFP check with fingerprint check and name check
