@Ali&Ed: from my understanding:
I-944 = you are already in USA and now processing your green card.
I-5540 = You are going to face local USA embassy for interview.
as @Muhirwa&flowers suggested, you should contact to local USA embassy if they need I-5540 form from you during interview time.

It’s better to bring to the interview because consular section told me to come with the form
