Jim, they have been processing some visas recently at the Johannesburg consulate. Your best bet would be to email them, but they are a little busy at the moment with Diversity Visas. It can't hurt to reach out and ask?

Hi guys! We still don't know when they are going to open. My husband and our lawyer contacted the consulate and got them to acknowledge spouses and children are exempt from the immigration ban and they will be reaching out to applicants in a few weeks with details about how to proceed. Cape Town is open already and Durban will be opening in August, so fingers crossed. Good luck with the NVC!
