Yes.  My husband’s case was sent to USCIS after his 1st interview for more proof of bonafide marriage, which we did provide. More reason for my several visits. That’s how he got his 2nd interview.  
I do not think a 6 year age difference calls for a red flag.  We are in our 40’s now.
I agree.  The consulate is doing their administrative processing.  However, I believe our case is being pushed to the side due to the high volume of cases.
That’s why we are reaching out to others, who are experiencing or have experience the exact situation we are in.

Has anyone had a positive outcome due to a Writ of Mandamus?
 
There are a lot of people, who have exhausted their efforts and spent years trying to get answers from the Embassy.   People are told to wait.  If all the documentation is in order, why can't we get an answer sooner.  Bad or Good.
