Hello. I have a quick question if you dont mind answering.

When I received the email from nvc it stated that I benefited from the pilot electronic process etc... and said that it may take longer than 30 days for the transfer to nvc but they stated "Despite this delay, please rest assured that we expect the overall time between filing your petition and completing processing with NVC will be far faster than average for this petition type."

From my interpretation they are saying that although it will take longer to transfer our case to nvc,  the petition will be processed far faster at nvc than non pilot petitions. Is this the case with your petition? Can you give us any updates on your nvc stage processing?

    Thanks in advance

That wasn't really my interpretation, but I think I may have just tuned out as soon as they they I had "benefitted." I hope that is the case though.

I submitted my NVC paperwork on 01/07/2020 and requested to have it expedited on 01/15/2020. I have not had any updates yet.

@LarryDay do you have any insight?

Does anyone knows if all new process are going to be IOE? i saw people getting IOE and normal process too, but if they still sending IOE cases they have to be able to support it.

IOE cases are part of a pilot process- an electronic process they are testing out on certain people/cases. Not everybody will be part of this, but as something they are testing out, I'm sure that is their ultimate goal for the future. Also, as we have learned the hard way, just because they assign these IOE cases does not mean they are able to support it. This seems to be something started by USCIS without fully including the NVC - hence the huge delay in many of our cases. Based on new information, we are assuming that NVC is now able to process these cases; however it is still not as efficient.

*I could have physically walked my case from the Nebraska Service Center to the NVC in New Hampshire and back multiple times in the time it took them to electronically transfer my case.

  3. Hi,

I just learned that the NVC finally accepted my case and am considering applying to have my papers expedited. The only thing holding me back is not having clear instructions of the next steps as you described. After going through the process, do you recommend requesting to have it expedited or did it create more unforeseen problems? I would love to hear your insight. Thank you.

How do I get a supervisor to look at my case?  I'm still waiting since i was approved 06/2019

I originally called USCIS and had a service request submitted since it was beyond the 90 days since approval. After I got the response from the service request basically just reiterating the original approval notice stating (that it was approved and supposedly sent to NVC), I called USCIS and requested to speak to a Tier 2 representative who put the original service request "under supervisor review." He said it would have the same reference ID number but with an asterisk at the end. Two weeks later, I received an email stating it would take up to 60 more days for a supervisor to respond.

  5. I am soooo happy to inform you all that the NVC finally received my case from USCIS!

Since I know it can ben difficult keeping track of everyone on these forums, below is a synopsis of my seemingly never-ending time waiting on the government.

    Priority date: 01/14/2019

    RFE: 06/03/2019

    USCIS Approval: 07/09/2019

Side note that's slightly embarrassing: I guess they actually received it in November and sent it to the wrong email address (but I had chosen to finally be patient and not call every week as it was emotionally draining).

As I've mentioned in previous posts, I had contacted both a Congressman and Ombudsman, neither of which I felt were helpful except in giving me peace of mind that I was doing everything possible to move my case forward. The congressman only provided me with the same answers the NVC and USCIS gave, and the ombudsman only started reviewing my case last week (at least 2 months after I sent the original request). I also put in a service request to USCIS which I then got escalated to supervisor review after an unsatisfactory answer. I never heard a response from the supervisor (even after the allotted 60 days).

I wish you all the best. I know it's so hard to do, especially around this holiday time, but just have faith it will all work out....but not as much patience as I did in that I went a month without knowing the good news.

Also I am a Green Card holder I would like to know if to contact the congressman for assistance you have to be a citizen? Thanks

@Abiba On the Privacy Waiver Act they have you complete, it only asked for my social security number and nothing about nationality or immigration status so I don't think you should have any issues contacting your congressman.

    Hello,

I'm in a similar boat with an IOE case number; our priority date was 03/25/2019 and our notice from USCIS came on 09/10/2019 stating that we had been approved and case had been forwarded to the NVC. It's now over 3 months later and we have still heard nothing from the NVC. Do y'all feel like contacting your congressmen sped up the process or are we just stuck in a long limbo no matter what? I've called the NVC a number of times just to hear the exact same words that were in their email stating that we are "benefiting" from a pilot program.

    Thank you,

    - Justin

I contacted my congressman October 4th. Received the exact same email NVC sends on Oct. 21st and the following response from USCIS on Dec. 17. No help for me except that it gave me peace of mind that I've done everything possible.

According to USCIS records, this petition was approved at the Nebraska Service Center (NSC) on July 9, 2019.  An approval notice was sent to the petitioner at the address of record on July 10, 2019.  Please note that the estimated timeframe for the receipt of this approved case at the U.S. Department of State may extend beyond the timeframe mentioned in the approval notice.  From a recent update, we are informed that this and many other Form I-130 cases processed by the NSC through the USCIS Electronic Immigration System (ELIS) are being prepared for digital delivery to the State Department’s National Visa Center (NVC).  If you choose to follow-up with the NSC or NVC after approximately 60 days from the date of this email message, an additional case status update may be available. The Electronic Immigration System (ELIS) processing of your constituent’s Form I-130 application cannot be changed

It's hard to know, but we were currently about 40 days into a 60 day service request period where a supervisor was reviewing the case.  We never contacted an ombudsman or congressman, but that was next.  Good luck, everyone.

@LarryDay I've been trying to find out how long it actually takes a supervisor to respond to those service requests. I thought the service request would go straight to a supervisor, but after two weeks I received an email saying that the update is that it's now being forwarded to a supervisor. Is your 40 day count from the original day the request was made or is it from that 2 week email mark?

  9. Hi all. I did not get any answers or helpful information to my original service request submitted at USCIS, so a Tier 2 rep put the same service request under "supervisor review." He said it would take 15-30 days to receive a response. Within this time frame (2 weeks later), all I received was a response saying it has now been forwarded to a supervisor and will take up to 60 days to receive a response from them. I thought forwarding it to a supervisor is what the Tier 2 rep had originally done and am frustrated to hear it could now take another 60 days.

Does anyone have any experience with this type of service request. How long did it actually take to get an answer from a supervisor?

  10. Haven't heard anything from the congressman or ombudsman besides that they've received my request and will contact me when they get a response from USCIS. After the 90 days, I spoke with a Tier 2 rep who put in a service request which led to a vague, useless response. Called back and spoke with another Tier 2 who put the same service request under "supervisor review." Now hoping that will result in something...

Wow, they took one whole month to just copy paste and send the message. Did u guys tried contacting any immigration attorney? May be they can give some better direction?

Well, that time they took about 2 weeks to copy and paste. I haven't yet; I think an attorney would just be an expensive cost to be doing the same thing I am already doing- basically an expensive middleman. I've read other posts on here from people who were waiting 2 months longer than me who, after persistence following these ridiculous processes, are finally moving forward with their cases being received by NVC. If I don't hear anything by Sept. 26, I'll reach out to a congressman and/or ombudsman.

  12. Wow LarryDay, I am sorry to hear that. Mine went originally to Texas and when I got an RFE it seems as if it was transferred to Nebraska. I have noticed the calls are more pleasant as time passes as well. I'm hoping we both find out more soon. Have you tried contacting the ombudsman?

That is a pretty quick response Eddie90. It took them about a month for NVCinquiry to respond to me and over two weeks for NVC Research to respond. When I try to ask NVCResearch more details regarding this pilot process, I just get the same exact email (even though I copy and paste that email I already received).

I also received similar message from NVC on Monday 16th september. My I130 was approved on 5 september 2019 and my receipt no starts with IOE.

HI, I'm glad to see I'm not the only one. I hate to provide bad news, but mine still has not been received by the NVC. It's been over 10 weeks now. Furthermore, someone from my many calls to the NVC informed me that the NVC does not even have the database set up to receive these petitions and has no estimated date of when they will get it. I called and spoke to a Tier 2 at USCIS (no one at USCIS even seems to know about this pilot process) and he put in a service request for me a week ago to find out more information on where my case is. I am still waiting for a response. He told me to wait till Sept. 26. I am considering contacting a congressman or the ombudsman, but am afraid to do so too early and have them tell me to wait till the service request is answered. At the same time, if it does reach the 90 days I am thinking I could have it expedited with NVC later...it's a tough balance of time and a frustrating process. Keep me updated as to if you get any updates on your case. Maybe you'll have better luck.

  14. Hi all. I submitted my I130 petition January 14, 2019 and was approved by USCIS on July 9, 2019. It has been over 8 weeks and NVC has still not received my case. I emailed NVCResearch and received the following response:

Based on your USCIS receipt number, your case benefited from a pilot electronic process for the I-130 petition. USCIS reviewed and approved your petition faster than average cases of this type as we develop the fully electronic transfer of data from USCIS to the Department of State.

I am having a difficult time finding other people who are in the same situation or who have received the same response and had luck later on. Is there anyone that can give some insight as to tips and/or what I can expect for the future?

  15. Is anyone else is this same situation? I filed the I-130 in January, got USCIS approval July 9th, and my case has still not been received by NVC. It has been over 8 weeks and NVC Research only says that my case (receipt number starting with IOE) is part of a pilot electronic process and to continue to wait. Does anyone have any experience being a part of this pilot process? How long did it take NVC to receive?

  16. I noticed we all applied for the same type of petition, the I-130.  Do you guys also have USCIS receipt numbers beginning with IOE? I received this email from NVCInquiry and I'm wondering if this is where the delay begins...:

    Dear Sir/Madam:

Greetings from the Department of State's National Visa Center (NVC). We are contacting you regarding your recently approved immigrant visa petition. Based on your USCIS receipt number, your case benefited from a pilot electronic process for the I-130 petition. USCIS reviewed and approved your petition faster than average cases of this type as we develop the fully electronic transfer of data from USCIS to the Department of State.  We thank you for your patience while we continue to refine our process with these electronic petitions.

It took about 2-3 weeks to receive the email confirming that they couldn't find our petition and that they would start looking for it. 6 weeks later... no update.

I'm sorry to hear that RamonGomez. It's a very frustrating process. Thank you for your insight though. I guess I'll keep expecting the worst and hoping for the best. If you have any break-throughs or lessons/tips learned, let us know.
